Below Jackson's signature printed, "BY THE PRESIDENT" and below is the Secretary of State's signature, "Louis M. Lane". Condition: laid down on paper stock, tear to right lower corner with tape repair to back (does not affect either signature), three old holes at the top of paper, scattered stains. 7 1/8" length x 2.75".
