No signatures. 3rd item: March 3, 1863 "Spinner" Fifty Cents Fractional Currency note, depicting the portrait of Francis E. Spinner, Treasurer of the United States. FR # 1339. Third Issue. Colby/Spinner signatures. 4th item: March 3, 1863 "Justice" Fifty Cents Fractional Currency note, depicting a vignette of Justice holding scales. FR # 1366. Third Issue.
